Summary of This Commentary
This year marks the 15th anniversary of our Institute.  At this point each year, I set aside some time to reflect on the events of the past year.  With that perspective, we can then prepare for the year ahead.  But, this year is very different.  In past anniversary issues, we've seen that there is an on-going struggle for the future of local government.  As critical as that struggle is, even bigger battles are being waged over the futures of our senior governments.  As devoted as we are here at the Institute to the cause of local government, we recognize that our mission of achieving excellence in this field depends significantly on the state of our senior governments.  This is why we commit time and space to comment on those senior-government actions which have important consequences for our local governments and for our communities.  So, what happens when the national government of a country whose declining economic health and military strength have such profound impacts on so much of the world — what happens when it goes off course?  To find the answer to that question, we first need to answer the following.  What is this government doing?  What is it planning to do?  How is it funding its agenda?  What is that doing to our economies?  What else is being affected?  What can we expect for our local governments?  When we have those answers, the only question remaining is: how can this train be stopped?
