Summary of This Commentary
This commentary is the 1st of a 2-part series on this exceptional individual and some of what he and his colleagues accomplished in reforming the public policy of New Zealand.  To set the stage, we revisit the late 1970s to see the state of the developed world in that troubled time.  Then, we zero in on the worsening situation in New Zealand.  By the early 1980s, that country was about to experience a major financial crisis or to 'hit the wall' as some economists termed it.  Next, we see what happened to begin the turnaround.  That's where we meet Roger Douglas, MP (Member of Parliament) for Manurewa, who would soon become New Zealand's Minister of Finance.  In this new role, he had the opportunity to demonstrate the value of the reforms he had been proposing when in opposition.  It's important for us to note that, while those reforms applied specifically to matters under the jurisdiction of a national government, the underlying fundamentals may be applied to government at any level — including local government.  Before evaluating the success of the reforms introduced following the 1984 election, we review 3 of those underlying fundamentals which formed the basis for the reforms.  Then, we begin a discussion of the actual reforms and what they were intended to accomplish — a discussion which continues in the next issue.  This recipe for economic turnaround has worked time and again.  What's missing today are political leaders with the will to apply it.
