Are We Receiving All the Police Protection We Should Expect? (part 1)

Summary of This Commentary
Some years ago, I heard a disturbing report from an OPP (Ontario Provincial Police) constable.  Before joining the OPP, he said he had resigned from the Metropolitan Toronto Police force in frustration over management's handling of certain criminal activity.  He then related the incident which had been his final straw.  This is certainly not an isolated issue.  Throughout the western democracies, our police are under assault from several sources.  These include: criminals; a whole variety of advocacy groups which claim to be unfairly treated by the police; as well as the major news media and their cousins in the entertainment media.  Should we be adding to this list the civilian bodies charged with overseeing the police?  In this issue, we review examples of situations where the police may appear to be ignoring the law or to be selectively enforcing it such as during labor disputes, political protests, drug-related activities, and encounters with illegal immigrants.  We see why these problems exist in some jurisdictions but not in others.  And, we begin applying these observations to the examples given, starting with the violent protests in Seattle in 1999 during the WTO (World Trade Organization) meetings.  This issue sets the stage for part 2 which recommends what we can do to see that we receive all the police protection that we should expect.
